The court learned of this during a hearing on a 2019 PIL filed by INTACH for the formation of a heritage commission. While the State government cited pending rules, the court emphasized that rule formulation is not a reason for non-implementation. The judges ordered the government to take immediate steps for the Act’s implementation, preferably by April 26, 2024, expressing concern over the prolonged delay jeopardizing the Act’s objectives.
