Italian Prime Minister Giorgia Meloni presented her much-touted Mattei Plan at a summit in Rome, attended by over 25 African leaders and representatives. The plan aims to position Italy as an energy hub between Africa and Europe, exchanging investments in Africa for deals aimed at curbing migrant departures across the Mediterranean Sea. The plan will initially be funded with 5.5 billion euros, including loans, focusing on energy, agriculture, water, health, and education. Meloni emphasized a non-predatory approach inspired by Enrico Mattei, founder of Italy’s state-owned energy giant Eni.
