The Forest Rights Act (FRA) of 2006 aimed to address historical injustices by recognizing the rights of forest-dwelling Scheduled Tribes and traditional forest dwellers. FRA grants individual and community rights, development rights, and governance rights over community forest resources. It empowered Gram Sabhas, particularly at the habitation level, to protect and manage Community Forest Resources (CFR). However, challenges persist in its implementation. While the Ministry of Tribal Affairs reports progress in issuing titles, transparency is lacking, and bureaucracy reluctance hinders CFR claims. The FRA’s transformative potential depends on effective implementation and collaboration to align with other forest-related legislations.
