The U.S. Special Inspector General for Afghanistan Reconstruction (SIGAR) has raised concerns that the Taliban is benefiting from international aid by establishing fake nongovernmental organizations. Since taking control in August 2021, the Taliban has exerted more control over NGOs, including restricting Afghan women’s participation and pushing foreign organizations out of the education sector. The SIGAR report notes that the Taliban is profiting from American-funded education programs, generating tax revenues, and using more deceitful methods, such as setting up fraudulent NGOs and extorting and infiltrating existing ones to access international donor aid. This threatens the quality of education, as unqualified individuals replace teachers, leading to shortages and deteriorating school buildings. The redirection of donor aid to community-based education raises questions about the Taliban’s commitment to sustaining the sector. The Afghan Ministry of Economy denies these claims.
